Mrs. Surbrugg is the Director of Joplin Early Childhood. A Joplin Eagle since 1998, Mrs. Surbrugg served as the principal of Eastmorland Elementary from 2010 to 2025. She previously spent time teaching Kindergarten, 2nd grade and 4th grade, and is a Golden Eagle award winner and a Golden Apple award nominee. During her time in Joplin Schools, she has served on nearly a dozen collaborative and leadership committees, including the professional development committee, attendance, data, evaluation, and safety and security. Heather has been a veteran principal team leader providing mentorship and guidance to peers, and has served as the department lead for various grade levels.

After earning a Bachelor of Science in Education, certified in birth-6th grade from MSSU, Surbrugg went on to earn a Masters of Science in Education-Educational Leadership at Missouri State University. She earned a Specialist in Educational Administration from Missouri State University in 2012.
